It is called Cat Town and it is basically stories that some chick (it has to be a chick) makes up about her million cats that she owns. Each cat's character is based on the outfit that it wears. 
These are my 2 favorite characters. The first is Mayor Sailor Suit Cat, obviously the mayor of Cat Town. And the other is J Wellington Cat the Third. He owns the catfood company in town and he is rich.
I read one of the stories, and it is just as ridiculous as you could imagine!
